May the XXXXX Lake Keep Clean Forever —— An Environmental Protection Report
In the south of China flows the great Pearl River through the provinces of XXX, Guizhou, Guangxi and Guangdong. The River rises in XXXX meandering across the southern part of China with the reaches of the XXXX River, the XXXXX River, the XXXX River, the Xunjiang River and the Xijiang River, and disgorging its waters into the South China Sea in Zhuhai City of Guangdong. Like a lifeblood, the 2214-km2-long Pearl River provides income and food to people who have been living on its banks for thousands of years. The water of the XXXXLake, the source of Pearl River, is of vital importance to the ecological surroundings of the Pearl River valley. The XXXXLake, in XXXXCity, the middle part of XXXX Province, is a deep fresh water lake of the largest water-demand in China. With the maximum depth of 158.9m and average depth of 95.2m, the water area of 216.6km2 and water demand of 20,620,000,000m3, it is as 4.5 times large as the Taihu Lake and as 13 times large as the XXXX Lake, taking up 9.16% of national fresh water lake resources and 68.3% of total water demand of 9 plateau lakes in XXXXX Province.
Encircling the XXXX Lake, the city of XXX, 83.6 kilometers away from the capital of XXXXX of XXXXX Province, is an important communication hub and gateway to ASEAN countries with the highway of XXXXX—Bangkok, XXXX—Hanoi and the inter-Asian railway of Kunming—Singapore. It is the hometown of Nier, composer of the Chinese National Anthem, world-known for the tobacco industry; it is characterized as the variety of topography and multi-dimensional climate where abounds in the mineral resources of iron, copper, nickel and phosphorus.
Of 9 plateau lakes in XXXX Province, there are 4 in XXX : the XXXX Lake, the XXX Lake, the XX Lake and the XXXX Lake. The abundant water resources provide the substantial supplies for XXX people living and farming, and ensure the socio-economic development, the competitive priority and the ecological construction of XXX
The XXX Lake, the largest oligotrophic fresh water lake in China, is typical of all the national oligotrophic fresh water lakes. As its special position of the Zhujiang River’s fountainhead, it not only benefits XXX socio-economic development, but also keeps the main water reserves for XXX Province and affects the sustainable development of cooperative economic circle in the Pan-Pearl-River areas of China. . With socio-economic development, the growing intensity of water pollution is worsening the shortage of fresh water resources in the world. Since the quantity and quality of fresh water affects human beings social development, its effective use and protection is taken as the important strategy of the present global social development and economic competition.
In 2003, Bulletin of XXXX Environmental Condition in 2002 issued by Environmental Protection Buearo of XXXX Province showed that part of the XXX Lake’s water quality went down from Class I to Class II, and the XXXX Lake’s water quality down to Class V. Faced with the environmental deterioration and lake pollution, the CPC committee and municipal government of XXXtakes the lead in applying the strategy of ecologically-balanced city. It takes the protection of the XXX Lake and improvement of the XXXX Lake as the great move to carry out the Scientific Concept of Development and the primarily important task to speed up XXX socio-economic development so that it can realize the sustainable development of the lake regional socio-economy. The move to protect the XXX Lake arouses the state and provincial leaders’ attention and concerns.

Protecting the XXX Lake is extremely urgent. In order to guarantee the effective protection of the lake, the CPC committee and municipal government of XXX earnestly implements the requirements of the Part Central Committee and the provincial CPC committee and government, takes the protection and improvement of the lake as the first productive forces according to the principle of scientific planning and enforcement, establishes the idea of “the policy-making for the lake, the priority of improving the lake, the essentials in improving the lake, the clean lake as the wellbeing”, sets up an improving mechanism of “man and lake harmoniously living, mutually benefiting”, perseveres in strict control of fountainhead, careful management of process, full improvement of water, strict examination of work, and makes great efforts to protect and improve the XXX Lake according to the scheme by the experts. In September, 2007, the issue of XXX Lake Protection Regulations of XXX Province provides the legal assurance for the overall protection and improvement of the lake. At the time of enacting the legal regulations, XXX invested 820,000,000yuan (RMB) in controlling and reducing lake pollution by conducting the One-Lake-Three-Circle Project of lakeside ecological recovery, ecological agricultural protective circle, mountainous forest ecological protection to build up the all-round natural defense.
For only 71 days (from June 17, 2004 to August 26, 2004), XXXX invested 26,580, 000yuan (RMB) in clearing up lake pollution and eliminating the hidden danger of tourism business by removing 278 yachts, 3 over-water planes and 1862 fuel and electric motors. In 2004, 42 mines and 43 small enterprises at the side of XXXX Fossils have been shut down stopping the backward production of 1,440,000-ton steel and 1,180,000-ton cement. 14 manmade wet lands and lakeside belts (about 984mu) are constructed at the river entrance of the lake, which can improve 163,000-meter3 polluted water each day. 25 pollution-blocking barriers on the 21 rivers are built up to reduce the input pollution. The lake-surrounding civilization project enacts the building of clean villages, clean fields, clean rivers, and enhances the reforming of lavatories, pigsties, stoves and the set-up of methane tanks to decrease domestic pollution, and in the meantime to improve rural ecological environment. An overall control system of protecting the XXXX Lake is also set up, in which August 26 of each year is XXXX Lake Protection Day, public education on ecological environment law and regulations is strengthened, and a series of activities of Maternal River ecological protecting and green movement is widely carried out. The Fuxian Lake and the Xinyun Lake is separated with a 2.2-kilometer stream where flow direction is from Fuxian Lake to Xinyun. In order to reduce the blue-green algae and organic pollutants in Xinyun Lake, Yuxi government invests 8,000,000yuan (RMB) in Xinyun Lake Project of River Isolation and Algae Eradication that successfully controls the Xinyun Lake’s pollution to the Fuxian Lake and the isolated river quality elevates from Class V to Class IV. In October, 2003, based on the experts investigation and proof, the CPC committee and municipal governmentXXXXdecisively made a huge investment of 370,000,000yuan (RMB) in XXXLake Flow Change Project to ensure the water quality of theXXXX Lake.
